On my LG V30 Android cell phone how can I block all restricted (unidentified callers) calls?

Did you get your V30 from a carrier store or unlocked?

What carrier do you have?

It might depend on what you mean by "unidentified".

For my ATT branded V30, calls without caller ID can be blocked at
dialer > call log > 3-dot > call settings > call blocking > private numbers
