Up until now, OnePlus has issued 2 different firmwares for its phones. Oxygen OS, the almost stock Nexus version for the worldwide model and Hydrogen ROM, that is more heavily skinned, for the Chinese model. This meant that there were two teams working on every update for OnePlus. In an effort to streamline the situation, OnePlus has decided to merge the two builds in an effort to expedite updates. The latest OnePlus 3 OxygenOS 3.5.1 community build gives you an early idea of what this may look like in future.

Does this mean that we could see a reduction in the specific OS features such as gestures?

This seems like something OP really needs to do. It makes no sense to support multiple OSs when trying to improve agility within a software development effort. Of course generally this doesn't mean you suddenly have twice as many people focused on one effort, but it does mean less priorities to manage for the resulting team.

It'll probably mean more if anything. As far as i know, hydrogen OS is more customised than oxygen.

Not a surprise, started with the Oneplus 2 M update... As an aside, does it bother anyone else that their ROMs are Oxygen and Hydrogen, but their boot animation looks like a representation of a Helium atom? No? OK.
