Only ring if user known, and notify if left message?

Hello,

Between marketing calls and fraudulent calls… I'd like the phone to only 1) ring if it's from someone in my phonebook, and 2) notify if the caller left a voice message. Otherwise, it should remain silent.

Is there a free/one-time fee application that does this?

FWIW, my phone is running Android 13 within the Evolver EvolutionX ROM.

The native Do Not Disturb feature ought to let you do that -- just set an exception for Calls from people in your Contacts. You've already tried that?
