Orange network signal

i have a Nexus 4 and my network signal is orange, i can connect to chrome and all my apps but i cant connect to any google app (play store, movies, youtube, play games and so on)
i tried: restarting my phone, turning airplane mode on and off, restarting my router.
this occurs everyware at home school and resturats.
i need help.
