Phone automatically creates gif animations -- is this a Google or HTC/Samsung feature??

I noticed that my HTC One creates the same gif animations that my S4 created whenever I took 2 or more pictures of the same subject. It typically creates gifs consisting of 5-10 images even if I only took two pictures. The odd thing is that I can only view these animations on Google+. Does Google+ assemble these or is it a feature of HTC/Samsung? Zoe doesn't need to be on for these to be created.
