Wow. Well, from the other comment it does seem to be a bug in the Oreo build for this phone, but as the other user found, a factory reset MIGHT help (although that didn't sound too convinced haha). If you don't want to do the FR you could wait for a patch (just make sure you report the bug to your carrier if your phone is carrier-branded or directly to Samsung if the phone is factory unlocked) and stick to uploading videos through a computer for now.

I fixed mine by going into Settings-Show System Apps- then went to Media Storage and simply cleared the cache and data files. Everything is now working correctly. Even though I had wiped the system cache earlier in the troubleshooting process. Hope this helps you too...

I don't see a system storage or media storage. I go into settings try to go to device manager and click on storage but it automatically shuts me out it won't stay up. Is that where you're talking about? if not I don't know where to find it on my phone

It's in the application manager. But you have to select to show system apps like the above post suggests. That's actually a pretty good idea, thanks earl!
