I downloaded pictures to my Samsung file app. I've tried everything, but can't seem to get them to Google photos or Samsung gallery. It looks like they copied over, but do not show up. How can I put them into Google photos?
 
Can you figure out the actual directory those photos were saved to? Go to that directory using the My Files app and make sure there's no file there called ".nomedia" (which would instruct the system to ignore that directory when scanning for media to add to the Google Photos or Gallery databases).

Just a few questions so we're all clear and looking at the same thing in the same way.

When you say they don't appear in Google Photos do you mean that they are not being backed up to your Google Photos or Samsung Gallery backups, or do you mean exactly that, they do not appear when you open either app?

It would help to know what folder you're saving them too but in a way it doesn't matter as long as what B. Diddy is saying isn't true and the folder does not contain a nomedia. file. Most folders do not, unless added by the user. So, if you didn't add such a file, we'll assume that you are not saving them to a tainted location.

To view manually added files in Google Photo do the following.
Open GP, the default view is of photos and videos taken by the device you're using.>At the bottom of that page you will see Photos, Collections, Create, and Ask. Touch Collections to open a folder of folders, so to speak.>Open the folder On this Device. This will show you every folder on the device where GP can find videos and images. Every photo editing app, download folder and messenger that contains an image or video.>Look in this list for the name of the folder you transferred the images to.

To view manually added files in Samsung Gallery do the following.
Open SG, at the bottom of the screen touch Albums to view different folders with images and videos.>If you do not see the folder you saved your images to here, just above the images to the right touch View All. This will show you all of the folders and apps with images and videos, just like in GP. Search the list for the folder you saved the images to here.

My guess is you really want the images to show up mixed in with the images and videos you took with your phone. To do this modify where you are saving or transferring the images. To get them to show up mixed in with your regular images save images to Internal storage>DCIM>Camera. The down side to this would be that once added to this folder they will be subject to the sorting rules of the folder, meaning if the meta data for the image says it was taken in April of 2017, it will appear in the April 2017 group of images and not at the top of the list even though it was freshly added. This can cause you to lose files if you don't know when the metadata says the image was taken. When I say lose I mean lost in the many images on the device and not lost as in they're just gone.
