Pics too big for MMS?

I just tried sending a picture via MMS and the recipient said it failed because the size was too big (2.08 MB). However, after that I sent two pictures to my wife on her iPhone and she got both (one larger and one smaller than the original one that failed). This is the first time I've run into this, but come to think of it the only other pictures I've sent via MMS have all been to iPhones. Has anybody else experienced any issues with pictures over MMS?

What phone/network did it fail on?

I sent from Verizon to a nexus 4 on T-Mobile. So it may be a carrier thing then?
