Picture Message issues/APN settings issue

Hello all! Having two issues today:

My Nexus 4 doesn't seem to be receiving picture messages anymore (just getting blank messages instead). My first thought was to check into the APN settings I had set to see if anything went awry in updating to 4.4 and 4.4.2. Unfortunately, I can't even seem to FIND that APN settings menus anymore!

So I'm asking for some assistance on 1) why am I not receiving pictures? and 2) where did that menu move?

I'm on Consumer Cellular, if it helps.

same issue. but to answer question 2, its in settings, more, then mobile networks then you can check your APN settings.
