Whenever I switch on my samsung galaxy s4, I always have to type in the PIN # of my SIM card in order to unlock the lock screen.

How can I make it stop asking for the PIN every time?

Settings, My Device, Lock Screen, Screen Lock. There could also be carrier-specific tools that are enforcing that security policy and those should be found in your App Drawer as a Carrier-installed tool and/or Settings (In my case, it's a SIM-Card icon with my carrier's name below :P)

PS: It's a far stretch, but SOME corporate policies are way too strict and in order for you to be able to use your corporate e-mail account or services, they apply security measures like forced lock screen codes if you want to continue to use the account in your phone. These cannot be bypassed unless you delete the account from your phone, thus removing the modified security policy.

This has nothing to do with your phone or your carrier and it has everything to do with your SIM's setup. If you want to use your S4 as a non-phone then just put it into Airplane mode before you switch it off and you won't be asked for the SIM's PIN when you switch it on, but of course you will need to enter the PIN when you try to take it out of Airplane mode to make or receive calls. If you want your S4 to start up with no PIN entry and as a real working cell phone then you will need to remove the PIN from your SIM. Do that at Setup / Security and uncheck Lock SIM card.
