Pixel 2 XL screen unlock issue

I have found that if you do a quick small swipe it didn't need to go high.

Just tap once on the little fingerprint image at the bottom of the screen, it unlocks immediately

If I do that it merely shows 'Device will remain locked until you manually unlock' or 'Swipe up to unlock'
