Pixel 3 - Add a new messages notification sound from mp3

I am trying to add a new messages notification sound to my Pixel 3 (Android 9.0 Pie). I have put the mp3 (unprotected) into the notifications folder, but it won't show up in the list of different notification sounds. How do I get it to appear in the list, so I can change it? Thanks.
 
And, if you use Textra for messages, you can customize notification sounds for different people.

It doesn't have to be Textra to do that... My stock Pixel 3... using messages for texting, you also can give each contact it's own notification sound.

In the Android Messages app:
1. Open a chat with one of your contacts
2. Select the three-dot menu in the upper right corner
3. Select 'Details'
4. Select 'Notifications'
5. Expand 'Advanced'
6. Select 'Sound'
7. Pick whichever tone you want associated with that contact, then select 'Save'
 
I consider myself tech savvy. I can't believe I missed this. Thank you for taking the time to write out the steps.
 
Well, i'll be. The file was protected. A different file worked fine.

How do I know if the file is protected?
I get asked how to add a file in the sound notification screen. I use File Manager HD.
But I cannot bring the file from File Manager to the SMS notifications choice screen.

Thanks! One needs to be a spelunker to find all of the PEOPLE nooks and crannies. I switched back to stock Messages now.
 
Oh my! Of all people, you would expect an Android site programmer to recognize P3, but AC autocorrects to People or Perfect. Sorry, People, I am not Perfect.

Ok now I'm puzzled - I've added two mp3 files to the Ringtone folder and one ogg file to the Notifications folder. These are the same three files I've used on every prior phone, so I know they're not protected, yet they won't appear in the Sounds settings. Here's where I think they should appear:

Settings > Sound > Phone ringtone > My Sounds

Settings > Sound > Advanced > Default notification sound > My Sounds

I've rebooted the phone. There's doesn't appear to be any menu to import them or otherwise make settings recognize they are there. What am I missing?

Using the Google files app I simply copy files to the Ringtone folder. After that they appear in my sounds for selection

Yes, like I've done on every phone I've had, I put these same files in the Ringtone and Notification folders on the phone. But they don't show up in Sounds for selection on the Pixel.

Solved (but odd) - Files must be placed here:

Android > Media > com.google.android.talk > Ringtones

[Same tree] > Notifications
 
I found the answer the worked for me on my Pixel 2 XL and I assume anyone running the latest Android update:
1) You may as well forget MP3 files. The new OS wants OGG or M4P files.
2) I had to download/install a converted. I used VLC (make sure you get it from Videolan.org).
3) I converted my custom MP3 ringtones to OGG files and saved them on my computer in a folder.
4) I connected my Pixel and allowed to be used for "File" access from the phones pull down notifications after connecting to my computer.
5) I copied the OGG files from my computer using file manager to the Pixel (Internal Storage\Ringtones and/or Internal Storage/Notification tones depending on what you need - I copied mine to both).

Normally when you "import" ringtones this way, you have to restart your phone. In this case, I did not have to do that. As soon as I opened up Sounds and tried to assign a ringtone to an app, the tones were available in the My Sounds section of the new Sound 2.0 user interface in the latest update.
