No the v30 uses a wide angle lens so it's not possible. However, you can use an app like snapseed and use its software blur to create a similar result.
Edit: you can also download the Google pixel camera app it has a software blur feature that works pretty well.
Yeah, use manual focus/focus peeking and select what you want to focus on. Look at some of the shots in the picture thread, works great.

So stupid question. I looked at the V30 again today and couldn't find and dl the google camera app. Is it by Google or a 3rd party?

The V30 has a wide angle dual camera, not the monochrome/portrait mode camera. The Google camera app has that blur effect built in and works on any phone. You can download the Google Pixel camera called CameraNX1.apk you can probably find it via Google search.
Well it's not compatible w/ the Moto E for some reason
Glad it'll work w/ the V30 though.
