You try clearing cache in recovery? Also can reset the camera app by clearing its data and force stop.
It's possible, you tried safe mode also ?Yes I tried all of that. And the issue persists. I am not the only one. People have posted on the Samsung forums about this issue after the latest update. It has to be a problem with the latest camera update

Are you able to select Portrait mode in the More menu? What happens when you tap on Portrait mode? I'm guessing nothing.
I don't know if this would affect anything, but go ahead and take a selfie in portrait mode, then tap on the new photo to the left of the shutter button, then click on "change background effect" and see what your Blur slide control shows. Maybe it's set at low and the phone uses that setting when taking new selfies? Slide to high blur and try taking another one.
No that is not it. It just does not work. And no the blur effects and other effects do not work after the picture is taken either. My camera version was just updated to 11.0.022.44. It works after I reboot but only for about a half hour. Check your camera version number just to make sure that you have this version. If you don't then you most likely don't have the issue.
