I show on speedtest.net that I am only using the Hsdpa network. I have an H+ so I'm a bit confused...

That is correct. AT&T's network is recognized as HSDPA. I know it's confusing because now that they have enabled HSUPA it is true HSPA+.

Got my fastest yet this morning....
Not rooted.

1.25 UP

Makes me wonder if they flipped some sorta switch overnite. When I woke up my phone had signal..but wasn't connected to data for some reason. I restarted it...ran a speed test...and pulled the numbers I just listed.

Previously the best I had ever gotten was around 4.5 down...and that was only once. Generally I had gotten 2.5 to 3.5 down on average.

Something is wrong...

Yes, once somebody said that: "Sorry for the delay, the low level of the local service caused the delay ..." - somewhere on a runway of an airport.
Low level of service. I talked to them (AT&T) several times ...
Two blocks away, I had 3 Mb/s, still low but there is. Three buildings and two roads can "eat" the signal ...
