Power Button Long Press doesn't work?

Previously a long (3 second?) press of the Power Button would bring up a box to power down/restart/airplane mode.. Today I went to restart my phone via that menu and found my phone wouldn't bring the box up.

Phone responds fine to single press of power button. If I pull the battery, the power button can turn phone on, and it works fine for display on/off.

Three second hold of power button makes the phone briefly buzz like it would do something, but the box doesn't open. I don't use the option often, so I am not sure when it actually stopped working.

Any ideas?
 
Yes, it seems to work fine is Safe Mode.

Edit: After testing safe mode, I used restart. Once it finished starting and I unlocked it, I held the power key and the box popped up, so I tried it again afterwards and it sort of flickered up then disappeared, now it won't show up anymore again. So I think maybe something starts ~15 seconds after phone powers on that causes it not to pop up anymore?
 
Solved: I was trying to figure out what had changed most recently, when I remembered that about two weeks ago my mother's phone was stolen, and found via "find my iphone" and I realized I didn't have anything similar running on my own phone, so out of curiousity, installed Prey.

Prey has an option in settings "Shield OFF Button : Your device can't be turned off if its screen is locked." Apparently that was turned on, and shielded the button even while unlocked.
