Problems sending photos by text

My wife has an unlocked Moto G7 on AT&T. Frequently, when texting photos it will sit on "Sending" forever yet, if she takes a screenshot of the same photos, they send immediately. This behavior is consistent on multiple SMS apps. I've checked every setting I could think of, phone & WiFi networks, SMS apps settings, camera, everything. Any tips would be appreciated.
 
Screenshots are typically much smaller size files than full resolution photos. If the photos are large, the texting app might have to compress it first in order to meet the 1 MB filesize attachment limit of most carriers, so that might also make it slower.
 
I agree if what your file size sending is big will be delayed, also try resetting network in settings

This was one of the 1st things I thought of & checked. It's camera is actually set up for the lower resolution 16:9 setting. When the problem exist, any texts will remain "Sending" forever until finally deleted. Conversly, on occasions when the problem does NOT exist, photos fly normally.

I'm pretty much at a loss on this. I've researched it with no resolution. Most references point to the phone's carrier AP setting but this seems correct. I've never used AT&T myself & I'm wondering if they throttle this stuff but, surely not.

I'm not sure precisely what you mean? I see nothing in options to do so?

if i have both wi-fi + wi-fi calling on, am i sending pic messages wi-fi or network?
