Question regarding 3G Tower upgrade to 4G

I live next door to a Verizon tower that currently puts out a CDMA signal. I noticed the last few days a group of workers are digging holes inside the fenced in area of the tower and digging small trenches. Is this what they do when they upgrade a tower to 4G or does Verizon do that remotely?

Upgrading a cell site would involve installing new LTE antennas on the tower and related supporting equipment inside the nearby building. The LTE antennas are narrow and tall like pictured here on this COW (cell on wheels):
