reboot phone causes all notifications and ringtones to be set to 'unknown ringtone'

happens about 60% of the time since the Jelly Bean update (older Ice Cream Sandwich) if I reboot the phone to fix certain problems or power of then on the phone, upon boot up all sounds for all apps set are set to 'unknown ringtone' and a generic sound that is not even in my options as a sound for ringtone or notification tone is used until I go in and reset all sounds for all apps and contacts... I have about 50 ringtones from phonezoo as sounds set and rebooting causes all to be unknown until I go though every app's sounds notification settings and contacts and put them back to where they originally set to be! does this 60% of a reboots since Motorola had the Jelly Bean for the Droid Razr and was NOT a problem on the Ice Cream Sandwich!
 
Welcome to Android Central! Are all of your custom ringtones stored on the external SD card or in internal storage? I think rebooting or removing the SD card can cause ringtones stored on the SD card to be dissociated from the system, requiring them to be re-selected.

Also, consider a cache partition wipe if you haven't done so already, which might solve other problems: Wipe Cache Partition - DROID RAZR / RAZR MAXX by MOTOROLA
