restrict background data

After 4.2 upgrade, I selected "Restrict background data" for several apps. These are the apps such as google magazine that I selected to stop auto sync before the upgrade. I found the battery went down by 2 % within less than 1 minutes. Why does that happen? Sounds scary. Is there a rule about what kind of apps should never be selected for "Restrict background data". Thanks.
 
Probably more effective just to turn off background sync, rather than restricting data.

With Facebook, you can change the refresh to manual instead of automatic in the settings.

Or you can just dump Facebook. I found it like a badly behaved, intrusive private investigator always trying to get more personal information from me that they had no business wanting. The bottom line is that the games are dreary treadmills without end and I can connect to friends and family better by other more private methods.
