Samsung Messages supports RCS, but only if the carrier supports it. In a nutshell, Google Messages will be supporting RCS by the end of this year in the US. Sometime in 2020 the US carriers (Verizon, AT&T, and Sprint/T-Mobile) will be rolling out their own RCS network via the CCMI. Which means by the end of 2020, if all goes well, you will have a choice of using either the carriers' app, Google Messages, or Samsung Messages.

i expect that other messaging app developers will be adding RCS to their respective apps too.
