S4 Goes into silent mode when i go into settings

[AC Question]

Anyone know how to fix this? I just rooted my new S4 yesterday and now when i load settings app it goes into silent and as soon as i close it, it will beep and go back to normal but with the system sounds off like the lock and screen touching sounds. Its like it goes to default settings whenever i do this and its super annoying me. Any help would be greatly appreciated. Here is a video of exactly what is happening.

(I know this is an older thread: I would try a cache partition wipe. If that doesn't work, I would get an exchange, or start talking with Samsung about a warranty replacement.
