samsung galaxy note 10.1 2014. Battery is charged to 40% but it wont turn on. Any suggestiobs?

I followed what was on utube for switching out a battery. It is charges to 40% but it wont turn on.

It could be your phone period and its tore up but it could be that your battery isn't no good and it will read its 40% but really it isn't and its not got snuff to juice to power your phone on so you need a new battery. So if the new battery doesn't work then you will know it is your phone.
