samsung galaxy note 3, a white dot appears every time i touch the screen

Since i just got this phone I was going through it trying to figure it out. Not sure what I moved or changed. I was told to go to developer option but my phone does not give me that option.

To get the developer options, you have to go to About Phone and rapidly tap Build Number until it says "You are now a developer!" And then, you can go out of About Phone to find Developer Options.

Was it the square one, or the round white one in Developer options?
Odd that you would have that without Developer Options enabled.

Take it off in settings its touchwiz right.its a fast access app you can disable it where? But can be taken off
