Samsung Galaxy S4 Mobile Data Switching back on

Hi,

My Mobile Data is switching back on.

I switch it off, because I'm travelling, and in a few hours it's back on.

I can online think of "What'sApp" causing the problem, but I don't want to uninstall it.

How can I switch off Mobile Data for good?

I have this problem too. I wanted to use my mobile camera on holiday recently but couldn't because mobile data kept coming on even though I switched it off. I ended up having to buy a camera on holiday. Please help.
