SAMSUNG NOTE 9 doesn't have software update option

My phone is still on android 9 and doesn't have any software update option,and also build number shows Super stable sp3.0
Please any help how to go back to original rom or to an upgraded custom rom.

Is your Note 9 rooted? Superstable is a custom ROM which means you need to flash/update a new ROM or update yourself.

You would need the stock firmware and Odin on a PC then flash .

that's the issue when i go to check on rooter check apps it shows not rooted

Just flash the stock firmware through Odin something corrupt in the software .
