Samsung Pay "blocked by device administrator"

Trying to install Samsung pay, getting this:

The "allow apps from unknown sources" option is turned off, but grayed out so I can't turn it on. Anyone else run into this issue?
 
Not a corporate device, and not being managed by any mobile device management software.

How did you obtain the device? Was it brand new from your carrier. Or did you get it second hand from someone and even maybe from your carrier? Maybe in an earlier LIFE it was a corp device and it was resold to you but the policy was never removed? In which case contact the reseller or your carrier.

Brand new from Verizon.
 
Make sure your phone is running the latest ROM from Verizon. If it isn't upgrade it over your home's WiFi and you should be able to install it after you update. If it is running the latest, there shouldn't be any reason why you can't run Samsung Pay on it, unless someone messed with your phone and installed some sort of weird security software.

I agree that there shouldn't be any reason. Nobody has touched my phone but me. Turns out Marshmallow just came out from Verizon yesterday, so I'll try that and see if there is any change.
