Samsung Pay on International version of Galaxy S6/S6 Edge/Note5/ Edge+ (AT&T)

One of the AT&T representatives said that even if the phone is using AT&T plan, if it's not an AT&T model, there's a high chance that Samsung Pay might not work. For those who has the international version using under AT&T, might have to have fingers crossed, at least if you're even thinking about using it in the first place.
 
Sadly it isn't working! I have tried other sim cards, I wonder why the SM-G925i doesn't support it, EVEN though it lists it in the specs.

I think it won't work for those models until Samsung Pay goes live in the region where the phone is from.
 
I have a korean Note 5 but cannot use the app unless I use it korea and a korean carrier pushes the update OTA. Does this mean that I can never use the app? (because a US carrier would never push an OTA update for a korean device)?
 
I just got the International version on ebay of S6 edge, and I will return it because I could not install Samsung pay.
