Google has Android locked down, what you're dealing with is factory data reset Protection. Once you sign into a Google account on and Android device it locks that to device to that Google account. If the account isn't removed by the owner before a factory reset it requires that Google account information upon start up.
It was done in combination of protecting user data and deterring theft because it turns stolen phones into paper weights that will never be usable.
There is no known way to bypass it, if there was user data wouldn't be secure on Android. It's also against forum policy to discuss by passing factory reset Protection, I'm surprised this thread wasn't immediately locked.
