In settings >display >blue light filter schedule, you'll have to tap on it for next page .

Also if you use reading mode in google books inside that app is a light setting to turn off

No we have not , so it did it again to night at 9pm ,so it's quite obvious that something is causing it to turn on at 9pm and off at 6 am

We covered pretty much all settings on the phone might start looking at recent apps you added.
