Actually this happened to me and the cause was a faullty charger causing electrical noise. Before you return it, try with a different power adapter, that cured all my issues which were exactly as you described above.

Were you using another phones charger? Did you check the output on it? I tried using a charger with 1000 Mah and it would charge the phone but not let me use it. You can also use an iPad charger block (the end that you plug into the socket) with usb port in it and it will work just fine. Also all of my Palm Pre chargers work with the phone so far. I tried using a car charger that was 1000 Mah and it would not let me use the phone but would also charge it. I guess it just requires a lot of juice to run it.

I was using a Motorola MicroUSB charger that I used with my other phones and it caused my issues. My Palm Treo Pro charger it works great.

I have a drawer full of chargers from all the phones I have used in the past, some are just too old... ;)

Yeah, the third party chargers give me weird performance if I use it while plugged in. They charge really fast though!

It just depends on the output. I purchased lots of aftermarket chargers for my Pre that were suppose to work and I found that if the output was not high enough it would make the phone go crazy or not charge at all. The older smart phones were not as power hungry as the newer ones and that's one reason why they don't work with this phone. I had to learn the hard way.....
