Screen mirror from android to ps4 to non smart tv no wifi

Trying to screen mirror my android phone to ps4. Not just media files on my phone but trying to watch a video from website or youtube. Basically whatever is on my phone screen i want to show up on my tv thru ps4. With no wifi. I do have a local network. Had wifi but cant afford it anymore. So, i dont have a smart tv. But if i can cast my screen to ps4, then i can watch on my tv. 2019......comon! Wtf! Should be able to do anything backwards and forwards.
 
You can't mirror to a PS4 unless you install a 'streaming' app on your phone (most need root to capture screen contents) and then access that stream video on your PS4 (or any device). Doesn't matter if you have WiFi or a local connection, the PS4 just doesn't support mirroring (it's not meant to).

You can, however, get a cheap 'dongle' to connect to your non-smart TV and cast the phone to that (just make sure that whatever you get is compatible with Wi-Fi Direct connections or you'll need to have a router in the middle, like you would with a Roku or a Chromecast).

Or if your device supports HDMI-output, then a cable direct to your TV will do (not all phones support this, so this might not be an option).

If you don't have a smart TV, what year it is currently has no bearing on anything. You simply need devices capable of the task if you expect to be able to perform that task. Just because it's 2019 doesn't mean your TV will magically have functions it wasn't built with.

Were you paying a monthly fee for wireless? For what you paid your provider for a few months of WiFi you could have had your own access point and no monthly fee, saving money in the long run.

The WiFi Direct dongle as suggested by SpookDroid would work. In all honesty though, if you're going to spend money on something, start with an inexpensive wireless access point (it can plug into your existing network). For the cost of some of the WiFi Direct dongles you can have a Chromecast and a wireless access point....

Problem with the last suggestion is that if the Access Point doesn't have Internet access, using a device to mirror on Chromecast or Roku or anything not WiFi-Direct will cause the device to try to pull data off of WiFi and not mobile data, which will make this pointless for watching online videos.
