It's an app causing it. For me it was twilight.

Odd "screen overlay" pop up shows up often with some apps, what is it and how to properly select it?

For most people with this problem the culprit was a third party app like Clean Master, RAM managers, etc. Tell us how it goes.

For me the offending app was drupe. Drove me crazy for a few days trying to figure it out.
