Check the phone's system settings to see if any power-saving modes are turned on, which might throttle the CPU speed.

If that's not the problem, then see if it happens in Safe Mode as well. http://consumer.huawei.com/ca/support/products/faqs/detail/y6-ca.htm?id=55398. If so, then it's a limitation of the phone's hardware.

I have it on smart mode auto cpu use

Turn off Smart Mode (and use Performance Mode instead, if that's an option). Does it still lag?

I find that anything called "Smart" in the tech world often isn't very.

Yes thanks i did it,it seems better while i open the apps too i rebooted too but doesn't it use more power or the difference isn't much; but the lag on the playstore is still, i think its about hardware

If it still scrolls choppily on performance mode, then you're right, it probably has to do with the P8 Lite's hardware and/or firmware. I don't have them in front of me, but I've certainly seen choppy scrolling on some of my older devices. For example, my Honor 5X is pretty bad when it comes to smooth scrolling or animations. Considering that it's also a budget/midrange Huawei phone like yours, it seems like a relatively close comparison.
