Has anyone besides me had issue with locking the phone?

I noticed that sometimes I don't need to use the fingerprint scanner or Iris scanner to unlock my phone despite it being enabled to lock immediately after I turn off the screen. While this should happen at home, a trusted place, it shouldn't happen at my job or randomly while I'm walking down the street.

The only fix is to restart my phone. Any suggestions?
