Selecting a single color in a picture with s8.

[Android Central Question]

I saw this once on YouTube but it was where you could select a picture, remove your s pen (and here it gets muddy), I think it was smart select and at ... select an eye dropper. Touch where you want color and that is activated. Does anyone know the steps? I have checked YouTube for several hours but can't find it.
