Sending Photos: camera resizing

Does anyone have a general rule of thumb of how to take photos and send them; in regards to the whole sending photos and resizing issue. What I've noticed if I take a photo with the phone held vertically, I can view the full screen of the photo (lets say if I was to send it back to myself in a MMS on my phone, to see what the resizing effects would be.) However, when I hold the phone horizontally (landscape) and I send it the picture is rather small when viewing it, and its pixelated. If I turn the phone to landscape when viewing then its normal. I was wondering how this would effect others when viewing the pictures, especially if someone has a small screen or a non smart phone.
 
Sorry, but it's going to resize it... it's not the camera, it's MMS that is resizing it.
 
The resizing/compression logic doesn't make any sense. Sometimes when I take a picture and it's over the 1200KB limit, it'll resize it to JUST below the 1200KB limit. other times, it'll drop the size down to the sub-30KB area.
