September Update

Just discovered that since the update to 13, I can no longer transfer files from my phone to my computer. Actually, I no longer get the USB notification on my phone when I plug it in. It charges, but I don't get the indicator that I can change charge or transfer files. I have tried three different cables that all worked in the past and now do nothing but charge.
 
I sideloaded. Tired of waiting on Verizon for a security update they published as "rolling out" on 9/12. All is working fine.

Did you try to toggle off the USB debugging? Maybe reboot and then try to connect to the computer again and see if it pops up... I just tested file transfer and everything seems to be in order as before 13...

USB debugging is off already. Rebooted phone and computer. Same phone and same computer were communicating fine before the update. Now the cable only charges and I get no notification on the screen that I'm charging via USB and can change it. All my options are greyed out when I'm connected.

USB debugging should be on not off
 
Still nothing. It just charges the phone whenever I plug in the cable. No indication on the screen that I can change USB behavior.
It's weird because when you revoked authorizations the next time that you plug the phone into the computer you should get a pop-up on the phone saying do you trust this device did you see that pop up?

I did not. I also just got my Pixel 5 that's running 13 beta and it too will not connect to my computer or show USB options.
 
Have you tried another computer ?

Ahh, well that did it. I found my old laptop in the closet and brought it out to try. Sure enough, it connected to transfer files and all the drop down notifications that I was missing on the phone before were there now. So, what do I need to do on my new laptop to get it to communicate nicely with my Pixel?

What's the computer model ? Thinking some setting is disabled or blocking connections

It's a Lenovo yoga c740. The odd thing is it's worked in the past. I just tried a different cable in another port and it's still not recognizing that I plugged anything in other than charging.

UPDATE: just tried plugging a thumb drive in to that USB port and it's not being recognized either. I'm at a loss now.

You've got a bad USB port on the laptop.
