I just stumbled across this, so I thought I would report.
Starting a couple of upgrades ago the time to enter my PIN became very short, to the point that often I would not get it entered before the screen turned off. What seemingly helps is turning off "Smart Stay" (Settings?My Device/Smart Screen/Stay Smart). That's the Samsung feature that supposedly leaves the screen on as long as you're looking at your screen. Like most the other Samsung S4 special features it didn't work that great, but for some reason it was about the only feature I still had turned on. Turning it off seemingly gives me about an extra 3-4 seconds to enter the PIN.
