Signal problem

Few days before my relative brought a Samsung Galaxy Note 5 from Saudi Arabia for me. In Bangladesh medium or low network areas I can't make / receive any phone call. some times signal bar shows 3/4 bars but message shows: 'not registered' / 'emergency call only'. I made factory reset and also try to update software (message:- The latest updates have already been installed. current version: N920CXXS3BPI3). What to do?? Please help me.

Not registered could very well mean that it's one of 2 things
Your phone is not unlocked. Or you need a new sim card as it may have an issue.
I am guessing the phone is locked

Well, if the phone is locked or sim problem - in that case phone should not work all the time. but my phone is working nice at strong signal. Also I change sim of different operator for checking. Thanks again..
