Silent and Vibrate both at Fingertips?

I want to use the volume rocker to change from my ringtone to vibrate and to silent. But there is no setting in which I can have all 3 at my fingertips with the volume rocker. For example, I want it loud when I'm in the car, vibrate when I'm at work, and silent when I'm sleeping. How do I do this without having to keep toggling the settings and only use my volume rocker?

If you enable Vibrate (under Sound) to always, then it should vibrate as your phone is ringing.

Thatz not what I meant. I want silent without vibrate and also vibrate without sound. But theres no way to do this without continuously toggling options.
