Silent calls going to voicemail, can't be blocked

I have Samsung Note8 and T-Mobile. I receive calls that don't ring on my phone from robo-callers. This calls go straight to voicemail and then leave a message. There is no number to block only the voicemail number.

I had T-Mobile remove my voicemail and I am still get notified 7-8 times a day of a new voicemail. I have installed a blocking app but it too is fooled by the voicemail number. I have even tried to block the voicemail number but can't seem to do that.

I am fed up with these notifications and T-Mobile claims they can't do anything about it. I didn't have these problems with USMobile so it must be on T-Mobile end. HELP!!!
 
Welcome to Android Central! What do you mean that you had T-Mobile remove your voicemail? Do you mean your line no longer has a voicemail feature, but you still get voicemail?
 
Just today I got 2 of these "silent" calls. Pixel XL on Verizon. What gives? This something new? Maybe blocking enough spam is getting the SOBs to change tactics?
 
It could also be a carrier-specific call filter app. Do you have the Name ID app (on T-Mobile) or Verizon Call Filter installed?
 
The normal definition of "blocking" is "sent to voicemail without ringing the phone".

Rumor has it that there is a way for callers to have there calls go straight to voicemail without your blocking the number.

Call filtering tech is now at the point where the carriers can do the "block to voicemail" for any call they think is a robocall.
