Silent mode only mutes ringer

Unless I am missing something, when I set the phone to silent by holding the power button for a few seconds it only mutes the ringer. Moving around the phone still beeps etc.

I know how to turn off the individual sound components, I just think that Silent mode should actually be silent. Is there a setting that I am missing?

Ok, well the more I play with the side volume buttons and the silent mode, I'm getting inconsistent results. Sometimes it goes totally silent(which I want) then other times I still get beeps.
