Slow download speed typical?

Sorry will see there is a Tab Pro 10.1 section, will post there but if you have an answer.............

Uverse 18mb service, using Speakeasy to test

On my wired desktop I get 22mb down 1.9 up
On wi-fi Win8 notebook I get 19.9 down 1.9 up
On my Galaxy Tab Pro I get 4.49 down and 1.85 up
On Galaxy S5 phone I get 4.39 down and 1.92 up

On the desktop and notebook the little process status bar goes left to right quickly and smoothly
On the Tab and S5 it stutters

Why are the Android devices limited and stuttering, Is there a setting somewhere I am missing to allow full speeds coming over my Wi-Fi?

Is the router dual band? Could it be that the laptop is connected to the 5 GHz band, while the Samsung devices are connected to the 2.4 GHz band? This could explain that behavior if the router's 2.4 GHz channel is particularly congested. You can check by using an app like Wi-fi Analyzer. If that's the case, then log into the router's settings via your computer browser and change the wi-fi channel it's using to a less congested one.
