So, how do we get Samsung/Google to enable Bluetooth 4.0?

Not sure "enable" would be the right word. Maybe "upgrade the Bluetooth stack to 4.0" might come closer. Also not absolutely sure that would be under Samsung's exclusive control? Might it be an integral part of Android and under Google control. Step one is always figuring out where to bring pressure to bear.

the bluetooth in Nexus is made by Broadcom. so they pretty much have to update their proprietary binaries to support it.

Android might support bluetooth 4.0 but cant communicate to 4.0 devices due to the binaries
 
My understanding of the situation, which may be incorrect, so CMIIW, is that ICS and JB on the Nexus support some features of BT4, but not others. So the phone can tick the "Bluetooth 4" box, and can "communicate" with BT4 devices, but not using the low-energy (BLE) protocol. So is that a stack, driver, or binary issue??
