I have September's security patch.

I received the November Patch as soon as I turned it on when I received it on Friday. Mine is the Unlocked one.

I'm going to go out on a limb and say only the people that bought the unlock version
My TMO OP is on September and my TMO Note 9 is still on September too. They were doing fairly well for a while but it seems they are slipping again with their updates.
