Software update & galaxy store won't download via wifi, only mobile data

Go to Settings>Connections>Wi-fi​, then tap the gear icon next to your network. Tap Advanced, then Metered Network. Is it set to Detect Automatically?

Yes it is set to detect automatically, I tried using a VPN app on the same network and it worked so I am starting to suspect some kind of stupid censorship from the isp itself

Starting a VPN did the trick

Same problem. S20, USA.
I spent the day troubleshooting.
Tried multiple dns servers, disabled firewalls and ad blockers. Traffic seems to be going through gateway.

The strangest thing was that updates would download to about 75% and just stop.

Cleared app data and cashe, reboot phone (including hard boot).

As soon as I connected to ipvanish VPN, suddenly updates went through. Exit point was in same city. Phx AZ.

Weird.
