Some apps still use bandwidth even though it's a "moblie hotspot"

Hi all. I have a Note 4 running Android 6.0.1. In Settings/Wifi/Mobile_Hotspots, I've already selected WifiNetworkFoo as a mobile hotspot, yet Google Photos still does its automatic backup when I'm on WifiNetworkFoo. How can I get GooglePhotos to respect my wishes not to use my bandwidth when I'm on WifiNetworkFoo?
 
A hotspot on your phone uses your mobile data connection to connect to the internet, so you can't have it connect to the internet and not use mobile data.

If you mean that you're connecting the Note 4 to another hotspot, just turn mobile data off unless you need it.
