Some Questions before I switch over

I'm thinking of switching to the Galaxy III and I'm coming over from RIM so I have a few android newbie questions.

The default SMS app, can I blacklist numbers or will I need to download a separate texting app?

Also, I need to tether to my phone. How easy is it to use the phone as a modem for my laptop?

Foxfi in the Play Store is free rootless wifi tether. Doesn't work on some HTC phones, but works on my GS2 and should work on the S3.
