Sound settings in Jelly Bean

There are 3 settings Silent, Vibrate, and Sound on.

Sound On seems okay, Silent seems okay, but why does the Alarm and Notifications mute in in Vibration mode, shouldn't the alarm always ring and the notification go to vibrate?

I have gone through all of the possible setting in any app that maybe doing this but everything seams to be set up correctly. Any help would be greatly appreciated.
 
While the phone is set to vibrate, go to Settings-->Sound-->Volumes.
Drag up the Alarms slider. I believe this will persist until you go back to the volumes screen and set it otherwise.

If you're talking about the stock Alarm there is a setting "Alarm in silent mode". As for Notifications, when I put my phone on silent I want it to be silent. No ring, no sound for notifications. Isn't that what silent means? Of course, it wouldn't be bad if it had a choice in 'silent' mode to allow notification sound if a user so desired.
